Весной 1993 года Республику Саха (Якутия) посетила делегация Автономной Республики Крым в составе Украины во главе с Председателем Верховного Совета Автономной Республики Крым Николаем Васильевичем Багровым.
Делегацию принимал Председатель Верховного Совета РС (Я) 12 созыва Климент Егорович Иванов.
Был подписан Договор о сотрудничестве между Верховными Советами двух республик и Торгово-экономическое Соглашение, которое со стороны РС (Я) по заданию Первого Президента Республики Саха (Якутия) подписал Первый заместитель Председателя Правительства РС (Я) Е.А.Борисов.

По итогам переговоров Н.В.Багров отметил большую роль опыта Республики Саха (Якутия) в установлении федерализма в Российской Федерации для Автономной Республики Крым. Делегация Крыма получила текст Конституции РС (Я), законы РС (Я) и другие материалы Верховного Совета РС (Я).
Климент Иванов отмечает определенную роль руководства Республики Саха (Якутия) в установлении тесных связей Крыма с Российской Федерацией в то непростое время.
